can we create custom roles for one project only or are the roles fixed for all projects?

can we create custom roles for one project only or are the roles fixed for all projects?

I need have a specific role like reviewers along with other roles admin, developers, testers for a specific project alone.

Is this possible? and let me know how to do .

Roles are universal they are available for all projects thus they can't be project specific. 

I would suggest to use a user picker custom field like Reviewer etc. as custom fields can be project specific thus it should work fine in your case.
