Define "downgrade"?

Lower version of Jira? (Not needed - all versions from 4.0 will work with your current one)

I'm guessing you mean number of users in Download? (Yes, talk to sales, get a downgrade, remove enough users to get you down below your new limit and then paste the new licence in)

Or OnDemand? (Yes, talk to sales)

Yes that's what I meant. We have a numbers of users that could limit us to a lower bracket of licence. Thanks
