2. Get the groups of current user and check if the user belongs to a given group.
3. If the user is indeed in the given group, do whatever you want to!

I think your problem can be solved (hiding of Time tracking module from specific group of users) with the help of JavaScript.

Being able to add time is controlled in the permission scheme. I presume if you can't add time you can't see it. Remove them from that permission.

unfortunately this is not the case, users without log-work permission can still other users logged work!
