It isn't possible to change the backup location for XML backups anymore because that functionality was deprecated as of JIRA v4.2, but if this is for your production instance then I wouldn't recommend that you use the native tools in JIRA for backing up your data anyway because you would be much better off backing up your database and Home directory using your database and OS tools instead. This would also enable you to customise the location that the backups are stored in a way that you cannout with JIRA's inbuilt backup manager.
