how to restrict specific components?

i was requested to protect some components to be selected by anybody with "Create Issue" permission on a project.

is it possible by a workflow property similar with the Resolutions? i mean like defining what Resolutions can be selected while resolving the issue.

I need sth like that for Components but for the "Create" transition and it should be Role based.

how to get this done please?
