http response 500 on /rest/api/3/user/bulk 500, JWT?

One of the our clients couldn't add his teammates to our plugin.
Checked logs: jira sdk return 500 on request  /rest/api/3/user/bulk.
Nothing special in the request except of JWT, the ISS in there is not something like "Jira:xxxx", but "company.name".

Any suggestions on how to fix this?
