Hey,
Today, a user (who is not an administrator on the system/project) can mark in "Bulk" a certain amount of work items to make changes at one time for a quantity of work items- In this way: Tools -> Bulk Change ->Next->Edit Issues.
Is it possible to limit one of the Bulk actions so that it will not be possible to perform it at once? For example: I don't want the users to be able to check "Change Assignee".

You can limit who can perform certain actions on issues in a project through the project permissions (assign issues, assignable user, edit issues, ...). And you can restrict bulk editing to specific group of users in your Jira's global permissions > Bulk changes.
But a user who has the permission to perform bulk changes AND a specific permission to update issues in a project, will be able to perform that edit in bulk. There is nothing in the middle there.
