My concern here is that since this problem happened only after a database migration, some data might not have been migrated successfully.  If possible I would recommend returning to the older Jira logs from the time of the database migration itself to confirm that the logs imported 100% of your XML backup data.

I have seen instances where less than 100% is recorded as imported by the Jira logs, but Jira can restart after the import and still appear to be mostly complete in regards to imported data.   If this happens, there tends to have been a SQL error during the import that will give us more clues as to the source of the problem here.

I would try to go into the $JIRAHOME/log/atlassian-jira.log file and carefully review the log entries from the time of this database migration/import.
