prevent issue move/bulk move to specific issue Type, with out effecting other move permissions

I would like to restrict users moving/bulk moving issues to specific issue type(ex; bug), as this is effecting our reports, with out changing users move permissions ,I know this could be done by modifying .JSP. But,we dont want to change any of the source code.. is there any other approach ?

No, there's no way to stop them without hacking the core code.  Even tweaking .jsp files is only going to slow them down unless you hack a load more stuff.
