is the config of "Configure Fields" stored in the database? In witch table?

Please, don't try reading the Jira database, it's not built for any form of reporting, and you will be writing really ugly, complex SQL.

If you insist though, start with fieldconfiguration, but that's only going to tell you part of the story.
