Hello ,

I added a "user selector" as a custom field for some issues

is there a way to make the selected users receive an email notification?

Yes, include them in the notifications. In the notification scheme, select what event(s) you'd like them to be notified about, then look at the bottom of the "possible recipients" list. The top part of the list has the obvious ones like reporter, assignee, group, role, etc, but near the bottom, there's one called "user custom field" - select your user selector field from it, and you're done.
