How can i index only one specific JIRA project?

No. Reindexing is for the entire database. Normally there isn't a reason to reindex. JIRA takes care of that normally. It is normally done if you find something odd or inconsistent as a 'try this first' before more trouble shooting.

If you mean indexing in the application, go to Project -> Settings, and hit "re-index project"

If it's database indexing, you don't, you'll have to rebuild the database indices for everything, with Jira offline while you do it.
