stream.comments.action.forbidden error

When any user, including JIRA sysadmins, attempts to make a comment in the activity stream, they receive this error stream.comments.action.forbidden

It's universal across all projects and users.

What gives?

I had a user reporting the same issue, and as far as I could tell the problem with was Google Chrome. I verified the Activity Stream gadget works in Firefox. Hope that helps.
