@tagging of users is working for past projects but not new one i created

In all of my previous projects i could @Tag in the comments and there was no issue however in the new one i created the usernames are not shown in the lists of users. I added the usernames to the Project under permissions but i can still not tag those people in comments from any issues within the new project.

Is there something i am missing on the project level that will allow me to do this functionality. Its not the Browse users and groups Global Permission as it works perfectly for the other projects.

Any help anyone could provide would be appreciated.

Are you sure someone or thing didn't remove the Global permission from that project?

Not sure of anything but i got it working by adding an Internal distribution user as a user but thank you Shawn.
