upload from csv non admin not asking for issue type?

Upload works fine however doesnt ask for a specific issue type... which is a problem as i need to upload to different issue types... any reason behind this or way to fix it?

The External CSV importer will ask you on where will your "CSV Headers" be mapped to your JIRA instance. Isn't this the case? Do you have a screenshot?
