why can mu users create projects?

I have "standard" users, with no specific rights of administration... 

but they can (and do) create projects...

Because you've configured it to give them admin rights, or installed something to allow them project create.

Check the groups in "global permissions" first - who are named as Jira or System admins?

By deflault, there was a global permission giving right to "any user" to create independant projects"...

strange thing, fixed.
