why i have to be a member of a level to be able to see the level in the drop down

Hi team

I created an issue security scheme , after this i created in it 4 levels , Level 1,2,3,4 , now  i gave to my developper the permession Set security scheme , but when developper try to edit issue security scheme only he see 3 level , the level 4 do not appear , after reading and searching i relaize  that  developper have to be a member of level 4 to be able to see the level in the drop down , ? I find it weird . Can someone help me please to understand why this requirement ?

A user should not be able to set a security level that would hide their issue from themselves.  Otherwise, people could, and would, lock themselves out of all sorts of things.

For a user to set a security level, they need to be a member of it.
