AUI 6.1.3 License Apache or Atlassian Design Guidelines

Hi,

According to https://community.developer.atlassian.com/t/the-license-for-aui-7-is-changing/10071 AUI 6.x versions come with Apache License which permits more free use of AUI. However, when I download AUI flatpack file aui-flat-pack-6.1.3.zip  from https://packages.atlassian.com/maven-public/com/atlassian/aui/aui-flat-pack/ it comes with a LICENSE which contains Atlassian Design Guidelines License Agreement.

Is this license file applies to whole assets meaning that it is not allowed to develop something outside Atlassian ecosystem using aui flat pack file? 

According to AUI developer daz, it is under Apache License to use AUI 6.x. but I would like to also make it clear in terms of developer assets and accompanying license terms.
