You could try Comminty Bubbles from Adaptavist: https://www.adaptavist.com/display/Bubbles/Home
It will not give the same options as a purpose made forum solution, but it is probably the best you can get when embedding it in a wiki.
Not that I'm aware of, Confluence goal is not to be a forum-like solution. As it's a wiki for collecting/sharing knowledge in spaces/pages/comments.

Are you referring to Confluence or JIRA? Either way, there isn't anything that provides full fledged forum functionality at this point.
