In the recent past (a few years), I have used MultiExcerpt to pull parts from pages with View restrictions. It worked excellently, because if the viewer of the page with the Include did not have access to the restricted page, then the content was simply not displayed. This smooth operation was one of the key factors that led me to use this method.
Now (April 2020) I find that when this happens, an error message occurs in the place where the include to the restricted content occurs. Did something change? How can I get the old behavior pack? (Note that I am not an administrator for the site.)

I work with Bob and he let me know about your post.
For MultiExcerpt Server (version 5.4.1) on Confluence 7.4 I am not seeing an error message for an include of excerpt content that is restricted and not accessible. I get a blank space.
For MultiExcerpt Cloud I'm not aware of a change in behavior but the behavior IS different than Server. In Cloud there is an error message like you described, rendered in the body of a restricted include. We have an open enhancement request to make that configurable: MEPOD-61
