How can I generate an ics / ical file for each issue based on date/time/location custom

Is there a way through post functions/events or scriptrunner to generate a .ics file & attach it to each issue upon a transition? I ultimately to send an outlook invitation as custom mail, which has been done here:

However, I'm struggling to even create the ICS file initially
