How can I set the gantt icon visible for every member of the project?

I just bought the Gantt chart add-on for a JIRA Server. I saw that only the lead of the project can generate it because the icon is visible only for him.

Look at the firs image where I am the lead of the project, and look at the second one where I am not.

I need the icon visible for all the members of the project. How can I configure it?
