Making description field editable using behaviours plugin

I want to allow a certain role(BPO) to be able to edit their description field in an issue up to a certain status.  I do not want to add them into the Edit Issue permissions as that will allow them to edit the issue at any point. 

Is this possible to allow them to edit without having to add them in the Edit Issue permissions?

No user can edit issue when they do not have "Edit Permission".

I suppose you can do it in following way:

1. add BPO to edit permission
2. use behaviours plugin to limit "readonly" except certain condition (Just a little modification for your configuration).
