The Automation for Jira works on a project level and none of the actions will affect the User Management part. 

I saw that you created a ticket with our support about the same questions and they suggest to use API with Scriptrunner to bulk add users to groups.

If you used the option they mentioned, feel free to share how you used it to help other community members that may have the same question.
