Cannot add watchers from summary page

Hello!  We just updated to JIRA 6..4.3 and our users are experiencing an issue where they can add watchers using the field from your plug in at issue creation, but if they don't add any watchers on creation, they cannot add watchers from the issue summary page until they've used the More>Manage Watchers option.  This may be a JIRA issue, but I wanted to see if you had heard anything.

Windows 7.  Firefox.
