Confused permission exception when we have not associated with any templates for specific issue type

Hi Team,

We try to export several JIRA tickets with the option ‘Export Issues (Xporter for JIRA)’ in bulk change.

We got following message on the page:

Unable to export the selected issues. You don't have permissions to use Xporter for JIRA for the following issues: BIF-700;

With our investigating, we found it's not real permission problem. The root cause is we have not associatd templates to the issue type of BIF-700. After we set up the association, it works expectedly.

The above exception message for the case really makes people confused.

Could you please refine it?
