Hi All,
Currently we have some old JIRA-users that were not deleted but deactivated by revoking application access and removing all group membership.
BUT tickets still can be assigned to them and they show up in the drop down list when selecting assignee for a ticket.
We cannot delete users as we need to see that certain comments were posted by them, however tickets shall not be assigned to a user without application access.
Would you please advise what settings shall be changed?

This is probably happening because your permission scheme has given the Assignable user Permission to the group Anyone.
If you make sure that they don't have the permission Assignable User it will no longer be possible to assign tickets to those users.

Hi Peter,
I might need an additional hint to solve this topic as deactivated users still show up in the drop down list when someone wants to use the share issue feature "share this issue by emailing other users".
What else do I need to change please?

You might try to deactivate them by editing their user profile, that should remove them from your drop down list.
