How to include beautiful navigation boxes / panels on a Confluence page?

I want to make the navigation easier and our Confluence more beautiful. For this I want to introduce useful navigation elements that can be used for space home pages, project overview pages, etc.

See example bellow.

Those elements should 

• be easy to add
• allow customization in colors
• include a hover effect if possible
• allow to have a link behind it
• have a title text
• maybe have a descriptive text
• be kind of responsive
