Very strange, had already answered this one a couple of days ago, but the answer has disappeared... So once again: You can control this via the JIRA notification scheme (Administration/Issues/Notification schemes). There are a couple of entries referring to creating and editing work logs ("Work Logged On Issue (System)", "Issue Worklog Updated (System)", "Issue Worklog Deleted"). These notifications are enabled by default for reporter, watchers and assignee and you should change/delete them.
