Is it required to be a JIRA admin to import test cases ( test type) using the Import Utility?

I am looking into how we can incorporate using Zephyr for testing. I am attempting to import test cases and getting the 401 error message.  I was attempting some of the recommended resolutions  and read a comment that you had to be a JIRA admin to import test cases with this tool.  Is this correct?

I think you just need write privileges to the project you are trying to import into.
