Marketplace listing without addon

Is it possible to create a jira Marketplace listing without actually developing an add-on? What if the application works with jira server/cloud via the rest api and does not need any installation in jira? 

Can a marketplace listing for the application be created anyhow?

I reached out to our Marketplace team to help clarify this question. And yes, it is possible to do. 

When creating your app at the URL https://marketplace.atlassian.com/manage/plugins/create there is an option to create an app that is not directly installable.  And you would have an option to supply a "Learn More" URL address, and ability to provide some customized installation instructions.  Here is one example of that kind of app: https://marketplace.atlassian.com/plugins/Marker/server/overview
