Notifier plugin does not send an e-mail for pull requests merge/open

Notifier plugin is able to send e-mails when a normal push is done, but does not send emails when a pull request is merged.

How are you using Notifyr, mainly for the repository hook or also for the individual watches?

Normally Notifyr is able to send notifications, please contact our Service Desk so we can figure out why Notifyr isn't working in your case.
