No idea, just add a description to the field stating that users must select the approriate template as per the issue-type selected?

Use the Update Issue Field post function.
1. Go to administration -> Workflows and choose to edit the workflow in which you want to set the description value
2. Enter text mode and select the first step in the workflow
3. In Incoming transitions you will see Create. Click on Create
4. Click on Add Post Function and use the Update Issue Field post function
