There are a number of requirements that need to be met in order to get the purchased add-ons section to work - https://confluence.atlassian.com/display/UPM/Managing+Purchased+Add-ons
- JIRA needs to be using a real license. No developer or evaluation licenses.
- The AtlassianID account that you are authenticating with needs to be associated with the license that JIRA is currently using. The association is made by either being a billing or technical contact.
