I had Confluence Server and Balsamiq - both licenced for 10 users.
After upgrade Confluence to licence for 25 users, Blasamiq stopped working. Is it possible to use Balsamiq only for a few users (10 or less) on a Confluence licence for 25 users?
If you buy your licenses directly from Balsamiq, it does not need to match your user tier from Confluence. You'll have to create a group that represents the users that have a balsamiq license though.
EDIT: this is only applicable to server deployments of confluence or Jira. Cloud users will need to directly buy from the marketplace, which means it should match your user tier.

If you are on server and therefor have the possibility to also use the licenses directly from Balsamiq, I'd suggest to contact their support and see if they can switch over your license.
However, if you are on cloud, then you'll have no other option than to buy via the marketplace and indeed match your Confluence user tier.
I'm not sure if Balsamiq can switch over your license, but I'd check with their support before buying the upgrade.
