Do you still have that plugin? our instance needs only RTL feature. If you have please do share with us.

My guess is that it's not supported for your version of Jira.  Check the marketplace entry at https://marketplace.atlassian.com/plugins/org.filterj.jira.rtl-support/server/overview to see if it matches.
