Instructions on setting up Chat for Confluence

I have successfully installed the plugin.  The contacts list is empty, how do I add contacts to this list?  I am using Firefox as the browser to the Confluence page.  The instructions seem to assume that all you do is install the plugin and off you go.  Any help would be greatly appreciated.  Thanks

You can only see other users in the list, if they are online.

About the user list on the right. You start seeing people in there, if users are online

Your Contacts shows individuals.  Mine and everyone elses Contacts' list is empty.  How do you get Contacts to actually show all the folks who are approved to use Chat?
