When a page goes out for review that has draw.io embedded within the confluence page, is there a way for a user to add comments to the draw.io image? If not, does anyone have suggestions on what can be done other than adding comments at the bottom of the page?
Not currently, but the feature request is getting closer to the top of the list, https://draw.uservoice.com/forums/266072-feature-requests/filters/top.

Our main problem in this time frame is the levels of growth we experienced were higher than expected, we're somewhat victims of our success. But the feature is frequently discussed internally, it's not forgotten.

Great to hear Draw.io is working on this! If you need this feature now, Gliffy Diagram for Confluence & Jira has note & comment functionality built in.

Unfortunately, Gliffy is way too expensive at over 7 times the price of draw.io.
