As a disclaimer, only TNG can answer their long-term plans for Workflow Enhancer. What follows is my observation as an Atlassian support engineer.

we're currently shipping Data Center compatible versions of our apps, as according to our roadmap. Please watch the page if you're interested in the progress.
Your specifically asking about a Cloud version. As of today we do not have an app available. The answers from 2017 no longer apply. We plan to create Cloud support for some of our apps, but highly depend on Atlassian's progress of releasing Forge which is planned for Q4 2020. I will check if we're ready for a Cloud Roadmap already.
Why are we waiting for Forge? Forge will simplify hosting of Cloud apps. The app runs on infrastructure provided by Atlassian. Apps built with Forge are automatically data resident.
As of today the Atlassian Cloud does not support the same integration possibilities that you can find on Server/Data Center. We could probably have 50% of the app functional, that is, the Universal Validator would work. The Universal Postfunction likely will not as the integration works differently. Keep in mind that this is a guess based on our current experience. Once we get ready to ship a Cloud version things may have changed and more possibilities do exist.
