We would need a test management solution (add-on) that provides end to end traceablity and we would need the ability to add screen shots to test cases that we create.

If you are looking for a test management plugin for JIRA, it may worth to have a look at SynapseRT. It can organize your test cases as a TREE (folder) strucure. It also provides end to end traceability between requirement, test case and test result (defect). It also helps user build requirement hierarchy and test case coverage.

The answer to the question is a little subjective. It very much depends on how your testers work and the project methodology adopted.

If the team is working in a highly agile way, they are likely to be doing a mixture of test automation and exploratory testing. If this is the case then our product Behave Pro might be suited. It provides end-to-end traceability for automated BDD tests and Session-based test Mangement for tracking the results of exploratory testing (This includes screenshots and traceability).

If they are using test scripts as their main technique, then a traditional test management tool like Zephyr must be the best option.
