Why doesn't Project Configurator create the statuses

This error is common.  Why doesn't Project Configurator create the statuses?

An error occurred during the load:

Load failed for reason: Could not find status with name: Pending Development

My bad, I was explicitely not creating statuses

It would be necessary to have some more info for dealling with this issue. Especially the load trace and the XML configuration file being imported.
