If it is just about not offering the "log work" option to certain users for a project (but not about hiding time tracking information - which as explained above is not really supported by JIRA), the most straight-forward option would of course be to configure a specific permission scheme for the project where the "Work on issues" (= log work) permission is only assigned to a project role xyz, and you only assign users to role xyz for the project if they should be able to log work in this project. Users not assigned to this role won't see the "log work" option (does not matter if using ictime or not).

I think the previous answer only describes how to globally disable time tracking in JIRA, which is not what you want.
In general, in JIRA itself there is no way to hide time tracking information (work logs, time estimates) from users, even users without the permission to log work can see all that, always!
ictime already offers a workaround for this and can hide some time tracking information displayed on JIRA screens (ictime/Configuration/Permissions/JIRA), but this is global and not project-specific as it is based on JIRA groups. Same for access to ictime features that are added by ictime e.g. to the issue screen, like the ictime "my work log" tab (ictime/Configuration/Permissions/ictime), this is also global and not project-specific.
So there is no way to hide time tracking data for specific users/groups only within one project. What you can easily do in ictime on project-level is configuring who is able to log work in a specific project by configuring the project to use teams & price lists in ictime, and not assigning the respective user/s to any team.
