jira cli only export less than 630 records issues using getissueslist

Hi All 

It seems since last around 2-3 weeks JIRA Cli batch file is not able to download all issues using getIssueList and infact it is not downloading at all until I use limit parameter of 630 records.  It used to export all records (around 6000 issues) until few days ago.  I am not sure if something has changed on cloud site and may have caused this. Can you please help how can we resolve this to download all records in csv file?

jira --server https://*******.atlassian.net --user *******--password "**********" --action getIssueList --jql project!=Test --outputFormat 999 --dateFormat yyyy-MM-dd --file C:\Datafiles\getissuelist.csv
