Set particular labels as 'required'

Is it possible to set up a workflow to prevent the completion of the tickets if the particular labels haven't been added?

We have a situation where a lot of the tickets shows as completed and it's time-consuming to check if all of them have been merged to the release branch, so we developed the particular labels for that. But, not all developers are adding these labels and release team just need to move the completed tickets back to the "ToDo" stage as 'non-merged'. 

I hope that setting up the particular labels as a 'required' before the move ticket to 'Completed' stage will resolve this issue.

You can use conditions for the workflow. But you might require plugin for it as JIRA did have by default to verify if particular field have a value equal to a certain value. Plugins like script runner/ JSU/ JMWE does the job.
