According to the marketplace site https://marketplace.atlassian.com/plugins/com.atlassian.upm.atlassian-universal-plugin-manager-plugin the Universal plugin manager is released under an Apache license. But clicking on the source code link there requires a login to studio.atlassian.com.
From the dashboard of studio.atlassin.com, there is a small notification that the UPM project has moved to ecosystem.atlassian.com. However when you click on the source code tab for the UPM project here, it requires a login to bit bucket to view the project. Is the source code for the UPM actually available somewhere else or are the permissions on theses projects configured incorrectly?

The UPM was open source up until version 1.6. UPM 2.0+ is closed-source. For UPM 1.6, you should be able to see the source here:
