Use mapping Issues with jira to jira copy

We have two users, they have the same name. But in JIRA we have set different fullname, username and key for them in all instances. Their email address is also different. 

One of the user1 is disabled in JIRA instance A. When user2 trying to copy issue from JIRA instance A to JIRA instance B, the user pare is always showing account of user1.

Does anyone know why this happens?
