Why Jira Structure Resource Leveling uses random order

I am using Jira Structure with Gantt and trying to schedule tickets on the project with resource levelling.

Levelling priority in Gantt config is "1/index*100000".

For some tasks, Structure performs levelling correctly, but for some...

The delayed task has no relations with other tasks. I cannot find any reason why it can be delayed.

So, my questions are:

1. What I am doing wrong?
2. How to force Structure to use Index and put tasks one-by-one?

I'm Alexey from ALM Works.

Unfortunately it is not possible to tell what is wrong in your case without WBS and Resource Allocation also visible.

One thing I can suggest is to try to "Clear existing leveling delays" by selecting corresponding checkbox (leveling delays are summed up each run so clearing them could help): 

By the way, although your formula looks correct, since Structure.Gantt 2.4 there is a special "Structure Index" attribute available for Leveling by task index:

I had no this checkbox, because of the very old Structure version. After updating and selecting it, everything works fine.
