Why does download fail for PNG images web linked to BPMN modeler diagrams in confluence?

steps:

1. create bpmn diagram in confluence
2. set a png web link to the diagram
3. insert the png image web link into a confluence page and save the page
4. click on the png image
5. image opens
6. click the download arrow on the top right of the image
7. see the message: "Failed: no file" in the Chrome download area

We do not understand, what you mean by Step 2 "set a png web link to the diagram"

In the Enterprise-Version of the BPMN-Modeler you can link URLS, external pages, other BPMN diagrams and DMN diagrams to all process elements of your BPMN Models.

Is that what you are trying to achieve in the Free-Version?
