Zephyr for Test Management licenses in Jira

Hi,

I have about 100 users in Jira for tracking projects and tasks. However, there is a single project with a handful of people who use the add-on for Zephyr for Test Management, Just wondered if there is a possibility of closing the use of this add-on to specific users only rather than making it available to all the users licensed in Jira?
