The plug-in should work against any 1.8 Subversion server.
According to the Subversion 1.8 release note:
Older clients and servers interoperate transparently with 1.8 servers and clients

and there are only two new main features requiring a 1.8 server and both impact on the Subversion client , not on the server side.
FYI, the plug-in uses SVNKit as a pure Java client to access to Subversion. SVNKit does not support 1.8 version yet, but as mentioned above, that should not have any impact.
